town planning example imageThe debate over whether to remove the ‘need’ test for retail development continues, as a Committee of MPs expresses concern that its removal will undermine town centres. The replacement of the ‘need’ with a more comprehensive ‘impact’ test was proposed in the Consultation PPS4 Planning for a Prosperous Economy.
